Yes. Enter any public @username and the profile picture appears at the top of the results with its own Download profile picture button — no login, no signup. You get it as a 640 × 640 JPG, which is the largest size Threads publishes for an avatar. There is no 1080p or "original" version to fetch: Meta signs the size into the image URL, and requesting anything bigger returns an error, so any tool promising 1080p is upscaling it. The profile picture downloads on its own and does not use up one of your 3 daily exports or count against the 50-post free limit.

Usually yes. Threads keeps a profile's picture public even when its posts are not, so entering a private account's @username still shows and downloads the avatar at 640 × 640 — even though the post export itself is blocked. What you cannot see without permission are that account's posts, followers and following; a private profile is a correct answer, not an error.
